The batumi law courts were the first public work in the urban development scheme to characterise an important southern expansion of the city towards the airport. Contained in a symbolic, cylindrical tower 17 storeys high, they represent the government’s determination to invest in the city’s architectural quality. The building houses the offices of the minister, the public registry agency, the national civil registry agency, the batumi attorney’s office and the adjara enforcement bureau.
Visible from the hills and from the sea, the building is intended as a landmark for the population, a typical lighthouse that does not mar the landscape but orients and enhances it.
